State Short Slips for Research

We recently received an email from DMV (dated 4-18-2019) with regard to processing State Short Slips for Research, and what supporting documentation is needed. We created this blog to explain how you should process these particular Short Slips.

First of all, what does the State mean by ‘Short Slip for Research’?  A Short Slip is a type of payment tender. There are certain circumstances under which the DMV will authorize you to issue a Short Slip for Research (e.g. peeling plates or defective decals).  In these instances, the State is acknowledging that they will not be collecting this money, ever.

After receiving verbal authorization from the DMV, you will need to perform the following steps at Fee Settlement in your Avitar Clerk software to create a Short Slip for Research:

One-Check Towns:

  • At Fee Settlement, select the State Short Slip Payment tab.
  • Select Short Slip from the Payment Method drop down box.
  • In the Amount box, enter the amount that DMV has authorized you to Short Slip and press the Tab key.
  • If you have more than this one transaction in your cart, you will need to be sure the amount due the State (in the box below your Short Slip amount) is zero.
  • Check the Research check box (this will automatically assign the Research code RHDONTUE01 to the Short Slip).
  • Enter the plate number and reason (peeling, replace, damaged, etc.) in the Credit/Short Comment text box.
  • On the Town Payment tab, you will need to decrease the amount due to the Town by the same amount that you entered on the State Short Slip Payment tab via Short Slip.
  • Select Pay, a Short Slip will print.

Two-Check Towns:

  • At Fee Settlement, select the State Payment tab.
  • Select Short Slip from the Payment Method drop down box.
  • In the Amount box, enter the amount that DMV has authorized you to Short Slip and press the Tab key.
  • If you have more than this one transaction in your cart, the new amount due to the State will populate in the Amount box below the Short Slip Amount box.
  • Check the Research check box (this will automatically assign the Research code RHDONTUE01 to the short slip).
  • Enter the plate number and reason (peeling, replace, transfer, etc.) in the Credit/Short Comment text box.
  • Select Pay, a Short Slip will print.

The procedure above will generate a State Short Slip. Please note, if you did not select the Research check box you must contact the state Business Office for assistance as we are unable to change a State Short Slip once it has been generated.

After processing, remember to put the following supporting documentation for the Short Slip for Research in your daily documentation (doc) pile to be mailed to the State with your daily work (per email from MAHelpdesk dated 1-14-2017):

  • Copy of the Application for replacement plate(s)/decal(s)
  • Copy of the old registration
  • Copy of the new registration
  • Name of the person that approved the Short Slip
  • If plate replacement, the physical plate(s) must be returned or the customer will be charged back
  • Customer copy of the Short Slip

If your customer is replacing a peeling plate, the customer must also surrender one plate which will be returned via State courier.
